I wondered if having that data point helps you narrow down when this might have been? MR. McCLELLAN: Well, I think having those data points show when this information rose up to higher levels within the military. And certainly, as I said, Secretary Rumsfeld was the one who informed the President. So it would have been some time after Secretary Rumsfeld became aware of it. A new Iraqi scandal The generals reported that, at the behest of the Central Intelligence Agency, Army jailers in Iraq kept dozens, if not 100 or more, "ghost detainees'' hidden inside the prison and at several other facilities. The secret confinements were part of ploy to create a phony prison roster to purposefully conceal the prisoners from inspections by the Red Cross. The exact number of "ghost detainees,'' who they are and why the CIA arrested them, is not readily known because there are no official records.
