Bush's 1991 Gulf War targeted Civillian infrastructure as well as military and the sanctions that were been in place from that point until recently may have helped contain and/or eliminate any real threat from Iraq but also created a humanitarian nightmare. That resume doesn't even scratch the surface when it comes to this administrations's fondness for what are known as "unfunded mandates" in which the Federal government makes demands on state and local government to meet certain requirements, but then contributes no funding to facilitate what it is asking for. A good example of this is the gutting at the federal level of funds aimed at Head-Start programs. He likes to call his program "No Child Left Behind" but in reality it will leave more children behind than ever.
