20 August 2004 Militia Offers to Cede Control of Shrine

NAJAF, Iraq - A rebel cleric's militiamen kept their guns outside a holy site Friday after issuing a surprise offer to give up control of the Imam Ali Shrine to Shiite Muslim religious leaders,

No police or Iraqi security forces were in the shrine.

After nightfall, al-Sadr's aides were still negotiating details of the shrine's handover to representatives of Iraq's top Shiite cleric,
Grand Ayatollah Ali al-Husseini al-Sistani, who is in a London hospital for treatment of a heart problem.

"Everybody now is part of the Mahdi army."

That is far from true, but in Sadr City, with a population of about 2 million, widespread anti-American sentiment has hardened in recent days. On the walls of the houses, even the graffiti are committed to protest. "Yes, yes to the IED that terrified Americans," reads one message, referring to what is known as an improvised explosive device.

"When people buy food, they buy a bag for their families and a bag for the Mahdi,"

a "point" Najaf battle is struggle for leadership of Shia world

By remaining all but silent through three weeks of fighting between US troops and Shia militiamen, Mr Sistani, along with fellow senior Shia scholars, has seen an erosion in his position in Iraq. Meanwhile the popularity of Mr Sadr and his more militant Islam has risen.

I think Sistani will simply take the keys [to the Imam Ali mosque], Fatih Kashf al-Ghita, a Shia cleric who has been mediating between the Iraqi government and Mr Sadr, told the FT on Wednesday.

Ali al-Yassiri, Mr Sadr's Baghdad representative, said of Mr Sistani:
He is 17 days late. He should have been here from the beginning.
