It used the quality criteria developed by the Institute of Medicine's 2001 report Crossing the Quality Chasm: A New Health System for the 21st Century: safety, effectiveness, patient-centeredness, timeliness, efficiency, and equity. All four countries scored better than the U.S. in every category, and the U.S. ranked second-to-last on measures of "patient-centered" care."
