imply - to suggest, usually indirectly
infer - to pick up a subtle meaning or suggestion
i.e., I've implied only that similar sounding words have different meanings. If you infer that I'm talking about a specific person, then you're just paranoid.

implication is an intentional, conscious action on the part of the implicator, whereas inference is performed by the person listening to/reading/etc.
