What Kerry said
|
No sooner had John F. Kerry uttered the words "global test" in last week's first presidential candidates debate than his opponents were twisting it into an attack ad. Kerry, the Bush-Cheney forces said, would allow foreign countries to veto U.S. actions taken against terrorists.
"No president, through all of American history, has ever ceded, nor would I, the right to preempt in any way necessary to protect the United States of America," Kerry said.
"But if and when you do it, you have to do it in a way that passes the test, that passes the global test where your countrymen, your people, understand fully why you're doing what you're doing, and you can prove it to the world that you did it for legitimate reasons."
