by a unanimous vote, both the senate and the house passed the "executive continuancy measure" also called the "freedom for the people always" act, making george w. bush the first president to be allowed to pass on the title of president to his son.

the measure calls for an end to the nation's hotly contested "elections" which president bush felt tended to "divide the country unnecessarily."
