This is because the scientist still has the problem of trying to get the lucky numbers in the first place. Usually, when lucky numbers are given out, they are totally random. So getting the winning ticket will be somewhat challenging.

Even if you know exactly what store the winning ticket was sold at, the winning ticket may have already been sold. And if it weren't already sold, then how would you get it? The only way to be certain is to buy all the tickets in the store... and what if they get a new shipment of tickets later...?

And even if you do get the winning ticket, there is no guarantee that things will turn up the same way again. If the events in the future are truly random, then things may turn out slightly different next time...

So, even with time travel, nothing is certain. It would be cool if you could time travel and win the lottery that way though. If I had such a time travel device, I would at least try it.
