epitome of incomprehensibility

There's a novelty Christmas song about the 1990 fall of the Berlin Wall. Oddly plausible, except that it locates Berlin at the North Pole: It's Christmas at the North Pole, Used to be the Berlin Wall ...and then something about this being thanks to "Rybachev" on the Soviet side and "the FDA" on the American side. (Good old Mikhail Rybachev and the Food and Democracy Administration.) I got up early yesterday to record the remembered tune of the first two lines, and I ended up with the beginning of "Santa Claus is Coming to Town," the part that goes, "He sees you when you're sleeping / He knows when you're awake." But the dream tune seemed to diverge after that.
