The foreign minister of Italy, a top US ally in the war, delivered some of the harshest criticism.

"This torture is a disgrace to the coalition of which we are a part and which is supposed to help the rebirth of a free Iraq," said Franco Frattini.

On Saturday Saudi Arabia's Arab News daily became the latest newspaper to call for Rumsfeld to step down, dismissing his apology for the abuse.

Iraq, said the paper, "is a country lurching toward chaos while the people some hoped would help to save it ... now stand revealed as liars, torturers and murderers."

Kuwait said the conduct of the US military amounted to "crimes against humanity."

BAGHDADEven as he touted a host of reforms to help shield Iraqi prisoners from further cases of abuse, the Army's new detention chief in Iraq found himself on the defensive Saturday over his role in a proposal last year that guards take a more active role in the interrogation process at the notorious Abu Ghraib prison.

Maj. Gen. Geoffrey D. Miller, who headed an expert team that visited the U.S.-run prison west of Baghdad last summer, vehemently denied that his team's suggestions might have contributed to mistreatment by overzealous military police officers there. An internal Army investigation of the abuse has challenged Miller's approach.
